Week of October 9, 2006 "Gridlock's Gone, Now What?"
-- written by NIU Finance professor Dr. Gerald Jensen, University of Wisconsin Oshkosh professor Dr. Scott Beyer, and CFA Institute Managing Director Robert Johnson -- is the title of a paper that explores whether or not return on investments fair better during periods of political gridlock. Popular assumption suggests that political gridlock maintains the status quo, thereby providing investors with certainty and, one would expect, higher returns on their investments. Published in The Financial Analysts Journal (Sept/Oct 2006), the paper -- "Gridlock's Gone, Now What?" -- is a result of a study conducted by Jensen, Beyer, and Johnson who examined the monthly inflation-adjusted returns of 10 stock indexes over the period 1949 through 2004. Their findings indicate that stocks performed as laggards during the 402 months of gridlock that occurred within the 56 year period 1949 through 2004; during those months of gridlock, stocks averaged gains of 6 percent a year. Conversely, during the 270 months of governmental "harmony" that occurred within the period 1949 through 2004, stocks averaged gains of 22 percent a year. Findings made in the financial analysts' research paper resulted in media coverage in several major media outlets, including:
Week of October 9, 2006 Department Chair James Young's Co-Authored Research
NIU Accountancy Department Chair James Young's, Crowe Chizek Professor of Accounting co-authored research receives media coverage in The Wall Street Journal September 20, 2006 article: "A First Look at Next Year's Taxes - Analysis Shows How Inflation Adjustments Will Affect Your 2007 Bill."
The article reviews findings made by three private-sector tax analysts, including NIU Accountancy Department Chair Jim Young, Crowe Chizek Professor of Accounting. By law, the Internal Revenue Service (IRS) is required each year to adjust its income-tax tables as well as dozens of other numbers in order to take into account cost of living increases. The IRS will release the new information later this year. In the meantime, Young and the other two tax analysts -- Mr. Jones of CCH and William Massey, at Thomson Tax & Accounting -- crunched the numbers and predict taxpayers will receive, in general, more inflation-adjusted relief for year 2007 than they will for 2006.

Week of July 31, 2006 Commuter Car Pool Connections
NIU's Department of Commuter and Non-Traditional Student Services is offering a free car pool service to students, faculty and staff. Commuter Car Pool Connections is intended to reduce commuting costs, ease parking congestion on campus and promote informal interactions among students, faculty and staff at NIU.
The IRS estimates that commuting costs average about 34.5 cents per mile, and carpooling is a great way to cut those transportation costs by at least half if not 75 percent or more.
The Commuter Car Pool Connections service is a secure database which matches commuters through anonymous e-mails generated within the database. You will be notified by e-mail when you have been matched with another commuter, but your personal information will not be shared until you choose to proceed.
We encourage potential car pool participants to meet initially in the commuter collegia space located in Suite 110 of the Chick Evans Field House.

Week of July 24, 2006 NIU Telecommunications spreads word on area code
Area code 815 soon will run out of numbers. To resolve this problem, the Illinois Commerce Commission (ICC) authorized the assignment of a second area code.
Beginning Aug. 17, calls to the local calling area will be made by dialing 11 digits (1 + area code + number) rather than seven.
A period of permissive dialing extends until Feb. 17, 2007. During this time, anyone in the local calling area can be reached by dialing either the seven-digit or the 11-digit number. Afterward, 11-digit dialing will be required for all calls. On-campus calls (NIU to NIU) will remain seven digits. The new code, 779, may be assigned to new residents and businesses as early as March 17, 2007.
The ICC has published additional area code information online.

Week of July 17, 2006 Building Ethical Leaders
The NIU College of Business has developed a primer on tools and actions to support the ethical decision-making process. The primer, Ethics Handbook: Building Ethical Leaders using an Integrated Ethics Framework (BELIEF), is featured on the Ethics Resource Center Web site of AACSB - International (The Association to Advance Collegiate Schools of Business), the premier professional association of which NIU is an accredited member. AACSB requested the work for its Web site and lauded it as useful to both employers and educators as they work to develop ethical standards and instructional materials. The creation of the BELIEF handbook is a direct outcome of one of the strategic planning initiatives in the college and was developed by the Ethics Task Force (a cross-disciplinary team of business faculty members) with active input and feedback from the NIU College of Business Board of Executive Advisors, a highly participatory advisory body made up of business executives from major corporations and business owners.
